Canada uses its own plant hardiness zone system (Natural Resources Canada), which factors in more than winter low temperature — it also weighs frost-free days, summer heat, rainfall, snow cover, and wind. That's why Canadian zones don't match U.S. (USDA) zones: a USDA chart written for the same latitude will steer you wrong here.
